Don't be fooled. "First-Time" buyer is somebody who has not owned a home in the past 3 years. This program lets you save up to $5,000 (single) or $10,000 (couple) annually. The money you deposit is exempted from Oregon income tax.
The saved funds may later be used for down payment or closing costs when you purchase a home. When withdrawn for this purpose there is no Oregon tax on the money. You may open the savings account at a participating bank or credit union in Oregon.
The USDA Rural Development program, while restricted to rural communities, does offer assistance for single family home purchases.
